I identified a bug in the current implementation, that cuold lead to
incorrect translations being delivered to clients. Some work is being
done to restructure our data, and when that's complete the translation
code will be reworked.

  Department names are not translatable

Status in “unity-scope-click” package in Ubuntu:

Bug description:
  Not sure if it's related to bug 1342924 (as far as I can tell, it
  isn't), and if "deparments" is the right name for them, but neither
  the deparment names ("Universal access", "Office", "Themes & Tweaks",
  etc.) nor any of the associated sections ("Top Apps", "Top Games",
  "Travel Apps", etc.) appear to be translatable.
