I'm pretty sure this has been fixed through various changes in the way
the locale is set. Closing.

Bug description:
While install ubuntu or kubuntu, I choice Traditional Chinese, which used by Taiwan as my install language;
and I choice a China time zone instead Taiwan time zone. Ubuntu or Kubuntu will install a simplified chinese system.
