gnome-calculator is seeded in bionic as a snap, so it's translations are
bundled in the snap.  However, if you choose to install the deb or
upgraded from artful, it'll need the translations in the lang pack.  I'm
guessing the template was deactivated when the snap was seeded.

Bug description:
  GNOME Calculator is untranslated since some recent update on Ubuntu
  18.04 and it looks like that its translation is missing on Launchpad
  as well, see:
