  xfce4-netload-plugin has wrong locale in Russian system locale

Bug description:
  The system locale is set to Russian but xfce4-netload-plugin uses some
  asian locale. See screenshot.  Using xfce4-netload-plugin version
  1.1.0-1 on Xubuntu Precise.
