I am frustrated that Ubuntu did not push this fix upstream to me.

Bug description:
A term in a warning text printed by the program gst-launch-1.0 of the package gstreamer1.0 is mistranslated in german. This appeared on bionic and focal, possibly earlier.
The following example uses 'ximagesrc', 'video/mpeg' and 'ximagesink', but this issue is not specific to those elements. One command with two output variants, one with en_US, the other with de_DE.
gst-launch-1.0 ximagesrc ! video/mpeg ! ximagesink
WARNING: erroneous pipeline: could not link ximagesrc0 to ximagesink0,
neither element can handle caps video/mpeg
WARNUNG: Fehlerhafte Leitung: ximagesrc0 konnte nicht mit ximagesink0
verknüpft werden. Keines der Elemente kann mit Großbuchstaben
video/mpeg umgehen
Here, "caps" is translated to "Großbuchstaben" ("capital letter"),
where it means the program-specific term "capabilities".
