Bug description:
  Im currently trying to help contribute Ubuntu translations in dutch (as regular Launchpad user
  and not as translation team member)

  in the following link:

  i cannot see edit fields to enter a translation suggestion (see
  screenshot)

  i assume the default method is users can enter translations and then the translate
  team would verify/approve them?
