Bug description:
[ Impact ]
Since the upgrade to Ubuntu 23.10 with Gnome45, it is no longer
possible to restart gnome-shell without crashing the session. The only
way not to crash it is to close all applications before restarting
gnome-shell.
This has already been fixed upstream at
https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/3329
[ Test Plan ]
1. Log-in to a Ubuntu Xorg session
2. Open some application windows
3. Press Alt+F2
4. Type 'restart' and press Enter
5. Verify that the desktop reloaded correctly.
6. Verify that the application windows that were previously open remained open.
[ Where problems could occur ]
The change should only affect application windows that were open
before gnome-shell take over as the x11 compositor, which is not the
common use-case.
There is a general regression potential in the handling of x11 windows, that is all apps in a GNOME Xorg session, or legacy apps that use XWayland (such as VLC, Mattermost, or most Electron and Java apps) in a GNOME Wayland session.
Watch out for the correct behaviour when opening/closing application windows.
