Bug description:
  The Default Keyboard layout for Canada is French in ubuntu server 9.10.
  Most Canadians don't speak French, Most Canadians who do speak French can also speak English or at least use an English keyboard. The default keyboard layout for Canada when no language is specified should be English. This is a serious problem for anybody trying to install ubuntu server in Canada.
