Welcome to Miami. Since you are on a budget, if you are not hung up on
the laptop being new, try www.intechraoutlet.com 
They sell refurbished desktop pc's and laptop's at very reasonable
prices. I was referred to them by a co-worker who bought several
desktops from them and was very happy with his purchases. I recently
bought an HP/Compaq DC5000 with a P4 and 2 gigs of ram for $120. The pc
is in great shape and works flawlessly (I use it to run a few Windblows
apps I can't give up just yet). I have not personally purchased a laptop
from them (yet), but have heard great things about the laptops as well.
The pc's and laptop's come from corporations who are swapping out all
their old pc's for new. They are all inspected and tested prior to
resell. You could get an IBM T42 for under $300...
