Not trying to fragment information more, but why not use the wiki?
That's where formal apps for most Ubuntu positions are located, and it
would allow us to have a more complete look on things.

On the contact side of things, I think the new contact should be able to:

* Drive the team effectively, sign and follow the Ubuntu Leadership
Code of Conduct (a given, really)
* Stay organized and on top of things
* Be willing to transfer contact when the time comes
* Most importantly: Know when they are burnt out and defer to others
when appropriate. Stagnation is bad.

Basically, all of the stuff that's already in the CoC and LCoC.

I'm going to be blunt, I have a strong bias towards those who have
been around for a good amount of time and know a bit about Ubuntu
outside of the LoCo. On the flip-side, it's good to see new faces and
have fresh ideas at times, too, so that's obviously not the only
consideration.

Paul set the bar pretty damn high. Whoever's up next is in for a challenge. :)
