  Improve message menu/launcher integration for message based apps

Bug description:
  [Impact]

  Adds a mechanism for all "message based" apps (that use the messaging
  menu integration & Launcher count) to *uniformly* handle messages and
  behave in the same way. Also adds a mechanism to handle multiple tabs
  for the same webapp (and proper handling of updates).

  Only the unity-webapps-common package is to be updated by the bug fix,
  the individual webapps scripts will be updated in a second step and
  uploaded (to universe). The unity-webapps-common package is only
  affected by the utils.js changes, the other individual scripts are
  handled separately.

  [Test Case]

  Make sure that webapps are still working (any message based one, e.g.
  Twitter). The updates to the individual webapps will be handled
  separately in a second step but releasing the common package is needed
  first.

  [Regression Potential]

  Passive code has only been added and will be active only when
  individual script are be uploaded to universe. In case of regression,
  the code can be safely pulled out.
