Bug description:
  Popover do not work well with toolbar buttons.

  Here is an example application:

  http://daniel-beck.org/rss/test.html

  If  "configure" is clicked, the popover menu opens at the top of the
  application, above the header.  However, the expected behaviour is
  that the popover menu opens above the "configure" button of the
  toolbar.
