Unity8 is a consumer of this as anything else. You're saying QPA, that
would be lp:qtubuntu, lp:ubuntu-ui-toolkit might be involved as well.

Bug description:
  It feels like we're using system fonts in textfields, where webfonts
  are expected on a number of websites now.

  One example of that is the signon page for Google Apps, like Calendar.
