  Scrolling issue with Browser on Mako

Bug description:
  When using Google+ in the webapp-container, on a Nexus 10 Tablet
  (manta), the webview shows a weird scrolling / flickering issue.

  This is shown in the attached video link if you don't have the
  hardware to reproduce the problem.
