  * Set a timeout value on the Notification pop-up. We want the
notification to last a little longer to overcome redirects. - It can
still be clicked away, and will disappear when the location bar is
    made active. (LP: #1311848)
  * Offer to install webapp if the package is already installed (but the
user has not accepted or rejected installation). (LP: #1311643)

Bug description:
  [Impact]

When navigating to docs.google.com, the browser extensions (FF &
Chrome) do not propose the integration with the website.

  [Test Case]

  * navigate to http://docs.google.com
  * authenticate and verify that you see the calendar document view

  * Expected result: the browser should display an infobar/dialog to offer to add a G. Docs launcher
  * Actual result: no infobar or dialog appears.

  [Regression Potential]

  Low regression potential.

Explanation: The infobar/dialog now stays on screen until the user has
time to act on it. The user can still dismiss the dialog via the
standard procedure, either with the cross or by accepting / refusing
  the integration.
