Bug description:
  To reproduce, browse to "htpp://invalid", and observe the following
  error message on the console:

      [JS] (:30) Uncaught SecurityError: Failed to set the 'cookie'
  property on 'Document': Cookies are disabled inside 'data:' URLs.
