  Opening a URL to an already open webapp doesn't load the new URL

Bug description:
  RTM 14.09-proposed build 50

  If dispatching a url to a webapp that's already opened, the new URL
  isn't loaded, the same page just stays there.  If the webapp isn't
  already opened, it launches the proper URL
