  [webapp-container] Top bar displayed when app launched without network

Status in Web Browser App:
  Invalid

Bug description:
  Testing the webapps-container, there is a case to verify the warning
  is displayed when there is no network. That works ok. However, opening
  the app without network, shows the top bar with the address and the
  back buttons. That doesn't happen when the webapp is opened with
  network available.

  Test case.
  - Disable network connections.
  - Open a webapp (e.g. Facebook).

  Expected result.
  - The webapp is opened and network warning is displayed.
  - No top bar is displayed.

  Actual result.
  - Webapp is opened and network warning is displayed.
  - But top bar is displayed.

  Tested with image #75 and Oxide 1.2.4 (silo 18).
