This observation is correct. This is bug 1352845 which I'm currently
working on. Hope to have fix proposed tomorrow

Bug description:
I just noticed (in krillin rtm image 72) that the browser's address
bar is half-hidden and unresponsive if the browser's session is empty
on launch. This is fairly easy to reproduce:
1. Open the browser.
2. Go to 'Open tabs" from the menu, and close all the tabs.
3. Close the browser.
4. Open the browser.
Expected result: Browser opens with a blank page and lets me type in a
URL.
Actual result: Browser seems to lock up with the address bar half-
hidden and unresponsive.
