Bug description:
  toolbar.js requires a global variable "UI". This variable is not
  created by the theme and thus must be manually created by the app
  developer.

  I.e. this code will not work:

  var ubuntu = new UbuntuUI();
  ubuntu.init();
  ubuntu.toolbar("mytoolbar").toggle();

  Instead, the developer has to declare UI globally (i.e. without
  "var").

  UI = new UbuntuUI();
  UI.init();
  UI.toolbar("mytoolbar").toggle();
