Bug description:
  At a page scale of 1, two scrollbars appear overlaid in the webview.
  This is actually a Chromium bug, fixed in
  https://chromium.googlesource.com/chromium/src.git/+/c784a6f02ed8f2cffe131c2c067c4805cd752610,
  but we want this in 1.5
