  Scrollbars always displayed on mobile

  Fix Released

Bug description:
  On the phone, the webview always displays overlay scrollbars on
  scrollable axes. However, this should be changed to mimic the Chrome-
  on-Android case, where the scrollbars fade out after a short delay
  when scrolling ends
