Bug description:
  and they have always been broken…

   - form data is restored only when restoring the current session
  (restoreType == WebView.RestoreCurrentSession)

   - form data and scroll offset are recorded in an asynchronous manner,
  so the tests need to account for a delay before saving and restoring
  the state
