  Finish StoragePermissionRequest

Bug description:
  Currently WebContext.storageAccessPermissionDelegate can be used to
  override per-access cookie permissions. The intention was that it
  would eventually be used for all storage types, but that work was
  never finished.

  The feature also lacks any unit tests
