[Bug 1543215] [NEW] oxide breaks 15.04 chroot installs?

When trying to create a new 15.04 chroot, the process fails with a
mention of liboxideqt-qmlplugin not going to be installed:

Note, selecting 'libc6-dev:armhf' instead of 'libc-dev:armhf'
build-essential is already the newest version.

distribution that some required packages have not yet been created
or been moved out of Incoming.
