[Bug 1543763] [NEW] Hoist WebContentsDelegate out of oxide::WebView

Our WebContentsDelegate implementation almost entirely delegates to
helper classes now anyway, so it doesn't need to be implemented by
oxide::WebView. This will make it easier to implement new classes that
host WebContents (see bug 1538249)
