[Bug 1545684] [NEW] Remove Oxide DetachFromClient hack from cc

I had to do this in Chromium to make Oxide work with surfaces:

This is a temporary hack though - I needed to get this working because
DelegatedRendererLayer has been deleted from Chromium. We should figure
out a way to make this unnecessary in Oxide.
