[Bug 1547102] [NEW] Support switching between mobile and desktop scrollbars on converged devices
Public bug reported:
Currently we use a mobile-oriented overlay scrollbars on mobile, and
legacy scrollbars on desktop. When a mobile device is docked, we should
use a desktop-style scrollbar that is big enough to be grabbed by a
mouse.
I'm not sure what the heuristic for this should be (detecting if a mouse
is connected?)
