[Bug 1560432] Re: LocationBarController seems to be responding to wheel gestures
Re-opening this - it definitely still happens. The trigger is to scroll
over Flash content.
It seems that the events that bubble up from the plugin instance
probably result in scroll gestures with the wrong input type
(touchscreen, when they should be wheel), although that's speculation at
this point.

Bug description:
This has started recently in Chromium 51, and appears to be
intermittent. Sometimes when I scroll with the mouse, the browser
headerbar moves. It shouldn't be doing this - this should only respond
to scroll gestures from touch events.
