  LocationBarController seems to be responding to wheel gestures

Bug description:
  This has started recently in Chromium 51, and appears to be
  intermittent. Sometimes when I scroll with the mouse, the browser
  headerbar moves. It shouldn't be doing this - this should only respond
  to scroll gestures from touch events.
