  Support bootstrapping a GN binary

Status in Oxide:
  Fix Released

Bug description:
  For local builds I'm using a GN binary from lp:~oxide-
  developers/oxide/+git/oxide-tools. We can't do this for PPA or archive
  builds though. For these, we'll need to bootstrap a GN binary from
  source as part of the build.
