  Stop using GetFormFactorHint in shared/renderer

Status in Oxide:
  Fix Released

Bug description:
  To make adaptations to the form factor dynamic, we should stop using
  GetFormFactorHint in shared/renderer and instead add the properties we
  need to content::WebPreferences, then have the value of these decided
  on the browser side.
