  Figure out what to do with --main-frame-resizes-are-orientation-
  changes

Status in Oxide:
  Fix Released

Bug description:
  Currently we pass --main-frame-resizes-are-orientation-changes to the
  command line in Chromium on mobile form factors.

  I'm not even sure what this does - is this something that we should
  disable in desktop mode? Why is it a mobile-only flag?
