  Don't use the form factor for setting various WebPreferences options

  Fix Released

Bug description:
  In ContentBrowserClient::OverrideWebkitPrefs, we use the form factor
  for customizing the following options:

  WebPreferences::shrinks_standalone_images_to_fit
  WebPreferences::default_minimum_page_scale_factor
  WebPreferences::maximum_page_scale_factor

  We should figure out a better way of customizing these, and decide
  whether we need to adjust them when switching to desktop mode.
