[Bug 1621259] [NEW] LoadEvent.errorDescription is always empty

This is currently untested, although I was aware it wasn't complete yet
- I was just reminded whilst writing documentation.

Basically, we need to implement
ContentRendererClient::GetNavigationErrorStrings and then add some tests
for this.
