[Bug 1631416] [NEW] Provide a mechanism to determine which webviews are in the same process

Public bug reported:

Chrome's unresponsive renderer dialog groups unresponsive tabs that are
hosted in the same process. webbrowser-app wouldn't be able to do this
because we don't provide the ability to determine which webviews are
sharing a process.
