  Overlay scrollbar color is white and quite invisible with latest oxide

Bug description:
  Steps : Build and run latest oxide and load any page (www.nytimes.com)
          Once loaded scroll the page and you wont see any scrollbar but its there
          With white color and invisible due to white background.
