[Bug 1648423] [NEW] Select appropriate auxiliary UI's based on the source of the input event

Public bug reported:

We currently select between desktop and mobile context menus based on
the form factor of the screen, but ContextMenuParams gives an indication
of the source of the input event (whether it's from a mouse or a touch
device). We should investigate selecting the correct UI based on this.

We'd also want to do this with <select> popups, but that will require
some minor changes in Chromium
