I've been following the ATI/mesa bugs closely because of this SRU.

One user posted a question "did anyone else see a perf regression from the mesa 3.1 SRU?" here:

Note that 1) claim is not verified yet, and 2) this SRU fixes "frequent
crashes" and the issue is perf related. I don't know that much yet, I've
asked the user to roll back the SRU to confirm though.
