As a first step, do the following steps:
1) From a terminal, enter:
xev | sed -n 's/^.*state \([0-9].*\), keycode *\([0-9]\+\) *\(.*\), .*$/keycode \2 = \3, state = \1/p'
2) press the brightness control key combination
3) post the output here (see if there is a keypress event)


I'm doing some housecleaning and assigning to:
gnome-power-manager
xserver-xorg-input-evdev

and removing "Ubuntu"

Also, I think the convention on launchpad is to "subscribe" teams when
escalation is required and to "assign to:" individuals when they are
working on the fix. Since escalation isn't required yet and no one is
working on a fix, I'm removing Ubuntu Laptop Team.
