I checked the release notes for 9.5 but couldn't match up the fixes with
the issues you've described.  Still, it's good news that updating to the
newer driver solves problems.  I'll be updating it to 9.6 in karmic, and
will post a version to x-updates for jaunty.

** Summary changed:

- ATI 2600 HD Pro PCIe-  Broken Sound over HDMI, delayed startup, delays with OSD (vol + compiz), unabled to access Display settings, Crashes in VLC fullscreen
+ -fglrx 9.5 fixes various problems - need to update driver in Karmic
