You can fix it by setting

xinput set-int-prop "<Your_touchpad_name>" "Synaptics Edge Motion Speed"
32 0 0

or

synclient EdgeMotionMinSpeed=0 EdgeMotionMaxSpeed=0

Edge motion doesn't work on ETPS/2 Elantech Touchpad anyway besause it
doesn't measure pressure.
