I'm able to reproduce the issue on my -ati system.  I first started
noticing it around last Thursday after updating.  I was updating the box
pretty regularly last week, so I figure the regression must have started
with some package updated Feb 23 or 24.

I am reproducing it in metacity.  Brian, it looks as if you're also not
using compositing, is that correct?
