I was just hit by this one as well. 
For me, this was triggered by watching the Dr. WHO preview on this page, and clicking the fullscreen option.

The screen froze, but the system kept operating as usual. I used
ctrl+alt+f1 to open a terminal to investigate the problem and trigger a
reboot. I was also able to switch back and forth to the (still frozen) x
session.
