[Bug 766992] [NEW] Regression: Mouse wheel stopped working

As of two days ago the mouse scroll wheel (Microsoft intellimouse via
USB) has intermittently stopped working.

I can get the scroll wheel to work again by unplugging and then re-
plugging the USB cable, but this seems to only work until I left-click.
After a left-click, the scroll wheel no longer works.
