This occurs on all the time on the windows and I am using a single
screen (1920x1280)  .

It seems like something is not being flushed out, because when you open
non UI intensive application it is fine. But then when you open another
non UI intensive application the new window is white.

Opening UI intensive applications like Firefox the Window is always
white.
