[Bug 335523] [NEW] OpenGL rendering and visual effects does not work well together

Hardware: NEC Versa One Laptop with Intel graphics card.
Bug is about: visual effects
What happened: When visual effects are turned on, OpenGL drawn areas
overdraw the windows placed over them. Also when you drag a window with
an OpenGL drawn area it is still rendering to the previous place until
you release the window, it will leave image junk there. This does not
happen when visual effects are turned off.
Reproducible: always
Expected: windows should overlap the rendered area and ogl areas should
not be rendered when window is being dragged.
** Affects: xserver-xorg-video-intel (Ubuntu)
