Fwiw, generally we prefer bugs be re-filed anew using 'ubuntu-bug <pkg>'
with a reference to the old bug, rather than reopened, particularly in
cases where the person reopening is not the original reporter.
Esp. with X bugs, symptoms can often sound the same but the underlying
root cause can be quite different.
