[SOLVED]
Just installed 11.04 and got this same issue. Just a background, no functionality, no menus, no right clicking, nothing. All <ALT> keys didn't work.   Yes, I have an nvidia video card.  

remotely connected from another computer:
# ssh myusername@192.168.x.x
# sudo killall Xorg
# sudo apt-add-repository ppa:ubuntu-x-swat/x-updates
# sudo apt-get update
# sudo apt-get install nvidia-current
# sudo reboot

and the new menus appeared!
