I'm also experiencing this situation. Sometimes this happens with multiple menus, so the screen gets cluttered with all these "sticky" menus. I'm not using desktop Visual Effects.
To remove the menus, some "solutions" are to close the corresponding application or enable Visual Effects (Normal level, for example) and then revert to None.
